It's more likely a candidate screen themselves out and not the other way around.
Throughout Corporate America's hiring practices and process there are many dynamics. Illegal hiring practices and some conspiracies do occur. But they are actually quite rare and only occur in isolated pockets here and there. It's not the norm.
